According to a market research firm, the 64GB 3G model accounts for nearly 1/3 of all iPad 2 sales. The WiFi only 16GB model comes in second accounting for 22% of all sales according to Context. It seems that Apple has stocked shelves with the 64GB version in an attempt to upsell the consumer. When I purchased my iPad 2 on launch day, the only choice was a 64GB model in White.
